Key Information

The Stabilisation and Association Agreements (SAA) are unique for each country with a focus on establishing a free trade environment between the Western Balkans’ countries and the EU as well as setting common goals to be accomplished as part of the accession process. The SAA between EU and Kosovo which took effect in 2016 outlines the necessary reforms and obligations in the field of education as well. The objective of the Instrument for Pre-accession Assistance (IPA) is to develop the capacities of the countries by supporting their economic, social, and territorial development. Following the guidelines and parameters of the SAA, IPA II (2014-2020) provides funding to Kosovo in its EU integration path. Implemented by LuxDev, in close cooperation with the Kosovo Ministry of Education, Science and Technology (MEST), this project falls under the IPA II 2018 Action Pogramme contributing to the development of a quality-based, inclusive, and accountable vocational education and training system in Kosovo. Specifically, its objective is to improve the quality and the labour market relevance of education and training programmes to facilitate transition from school to work of VET students and to enhance employability of VET graduates. This is achieved through support provided to three vocational schools and several key stakeholders of the VET sector, including the MEST, the Ministry of Labour and Social Welfare (MLSW), the National Qualification Authority and the National Employment Agency
