Key Information

FCDO Ghana is providing £4.95 million UKAid from October 2018 to September 2023 to increase the Ministry of Education’s (MoE) self-reliance in managing the education sector and delivering quality education to Ghana’s children, including the most vulnerable. By the end of the programme, the MoE is expected to be driving key reforms to improve basic education, and resourcing, managing, and implementing Complementary Basic Education (CBE) to support out-of-school children to also learn and transition to formal school.

The programme has two main components:

  1. Operationalising the Education Reform Delivery Framework (£3 million):
  • £1.6 million for Financial Aid to MoE, to operate a National Education Reform Secretariat (NERS) to help drive delivery of basic education reforms.
  • £1.2 million for high-quality technical assistance to MoE to build institutional and regulatory capacity, systems, financing, policy, M & E frameworks, and partnerships to help deliver basic education reforms. TA under this component during the reporting period has focused on support for infrastructure planning and ongoing support for the revision of the Government’s Gender policy.
  • £0.2 million for FCDO to monitor and evaluate the financial aid provided to MoE.
  1. Support to Complementary Basic Education (CBE) Management and Implementation (£1.95 million):
  • £1.1 million for Financial Aid (FA) to MoE’s Ghana Education Service (GES) to implement CBE to support 40,000 out-of-school aged 8-14 years to learn and transition to school.
  • £0.4 million for TA to support MoE/GES to build institutional and regulatory capacity, systems, financing, policy, M & E frameworks, and partnerships to sustain delivery and management of CBE for out-of-school children.
  • £0.45 million for research on the effectiveness, longer-term impacts and sustainability of CBE in Ghana, to contribute to the evidence base.
